Can Algerian Energy Buck Downward Trend With EU Help?

Even before North Africa?s recent political earthquake, Algeria?s vital energy sector was on the rocks. Despite substantial hydrocarbon reserves, the country?s production had steadily declined in recent years due to dwindling interest from foreign firms. A mix of industry instability, unfavorable revenue agreements and institutional corruption had made it difficult to justify the risks of operating in the country. Making matters worse, European demand for natural gas was declining with the financial crisis and U.S. purchases were wavering amid the North American shale boom.

By the time political movements ousted long-standing leaders in neighboring Libya and Tunisia, putting pressure on the country?s leadership, Algeria was already fighting a dangerous narrative of industry decline. For a country so completely dependent on energy revenue and exports for every level of government spending, this wasn?t just bad news ? it was destabilizing.

While Algeria largely avoided the kind of violence and instability that forced leadership changes in Tripoli, Tunis and Cairo, their post-Arab Spring experience has not been without challenges. In addition to domestic pressure for labor and political reforms, mostly in the form of targeted protests, the country?s energy industry has faced pressure from outside its own borders. In January, militants from Mali crossed the border and targeted a BP and Statoil gas facility near the Libyan border. Touted as a response to Algeria?s support for European action against a Mali-based separatist movement in the north of the county, the raid and ensuing government response left scores dead, including dozens of foreign workers.

Coupled with concerns about the country?s energy industry, including wide-spread corruption allegations at state firm Sonatrach, the raid chipped away at the confidence in Algeria?s already beleaguered energy sector.

So, it would seem that recent news of a fresh agreement with the EU that, ?establishes a framework for co-operation, which covers? oil and gas, renewable energy, energy efficiency, legal and regulatory reform, progressive energy markets, infrastructure development and technology transfer?, could not come at a better time.

For Algeria, the new agreement means a vote of confidence from one of its largest customers, despite declining gas demand that is not expected to return for another two to three years. For Europe, it means a further step towards stabilizing a resource line from North Africa and meeting long-term goals of reducing dependence on less favorable resources, most notably Russia. Further, by casting Algerian reserves as ?a priority area? for Europe?s strategic energy interests and security, it helps pave the way for EU infrastructure funding that has become increasingly elusive in recent months. Five years in the making, the new agreement is welcome news for both sides of the Mediterranean.

Still, details of the new partnership remain vague and it is unclear whether EU support will mean more enthusiasm from European firms that have expressed concern about operating in Algerian in recent years. Six months on from the gas facility attack, both BP and Statoil have resisted sending foreign workers back to the project site.

Earlier calls for policy reforms and a restructuring of the country?s tax and revenue framework have resulted in the little actual change. Last year, long-promised reforms produced new policies related to the country?s efforts to develop its shale potential, but next to nothing for existing, more traditional exploration and production projects. For now, its unclear whether a nudge from Brussels will be enough for hesitant firms to look South again.

It is also unclear what further collaboration between Algeria and the EU will mean for renewable energy options, especially those that would include North African solar and wind production for European consumers. Long proposed, but rarely believed to be economically viable, North African renewable production for customers to the north suffered another set back with the recent decision to separate the Desertec Foundation from the Desertec Industrial Initiative. The $530 billion effort was intended to help develop renewable power options in markets like Algeria with the eventual goal of exporting power to Europe.

US patent office throws out Apple's pinch-to-zoom claim against Samsung

For those of you eagerly following the seemingly never-ending legal battle between Apple and Samsung (cue crickets), a recent decision by the US Patent and Trademark Office has thrown a wrench into Apple's master plan. According to documents filed by Samsung in the United States District Court for the Northern District of California on Sunday, Apple's Patent No. 7,844,915, which covers the two-finger pinch-to-zoom gesture, was found wanting by the USPTO due to it being anticipated by other patents and declared otherwise non-patentable, much like its "overscroll bounce" claim. Apple has up to two months to dispute the decision, though whether or not that action would gain the company any ground, either with federal court or the Patent Trial and Appeal Board, remains to be seen.

PPG Industries to sell subsidiary for $1.73B

PITTSBURGH (AP) ? PPG Industries Inc. will sell its majority stake in lens supplier Transitions Optical to Essilor International for about $1.73 billion in cash.

Essilor also will acquire PPG's optical sun lens business, and PPG will continue to supply optical dyes and research and development services.

PPG Industries makes paints and coatings for autos, aircraft and other industries. The Pittsburgh company said Monday owns a 51 percent stake in Transitions Optical, while Essilor holds a 49 percent share. It plans to use proceeds from the deal on acquisitions and share repurchases, which it will resume doing after suspending buybacks earlier this year.

Transitions Optical supplies photochromic lenses and had about $800 million in revenue last year. Essilor designs and makes a range of lenses to improve and protect eyesight.

The companies expect the deal to close in the first half of next year, if regulators approve it.

PPG Industries shares closed at $157.11 on Friday.

Hernandez associate held on $500,000 bail

ATTLEBORO, Mass. (AP) ? A man prosecutors say was with Aaron Hernandez the night the former New England Patriots tight end's friend was killed has been held on $500,000 cash bail.

Ernest Wallace appeared Friday in Attleboro District Court on a charge of being an accessory after the fact to murder.

His lawyer argued that Wallace was not a flight risk and wanted to return to his family in Florida. Attorney David Meier sought bail of $10,000.

Prosecutors said Wallace was Hernandez's "right-hand man" and sought $1 million bail.

Hernandez has pleaded not guilty to murder in the shooting death of Odin Lloyd, a 27-year-old Boston semi-professional football player whose body was found June 17 in an industrial park about a mile from Hernandez's home.

Prosecutors say Hernandez orchestrated Lloyd's killing because he was upset with him.

Steve Ballmer Admits Microsoft?s iPad-Killer Is A Flop

It?s no secret that Microsoft?s would-be iPad-killer has been a complete disappointment, but now Steve Ballmer, the company?s ever-optimistic CEO, is admitting to employees that the Surface is a flop.

Ballmer held a ?rally the troops? event on the Microsoft campus yesterday to go over the company?s quarterly earnings and boost morale, but according to people at the event, Ballmer dove into how disappointing it has been trying to make Surface a success.

Ballmer told the group they ?built a few more devices than we could sell,? according to Neowin. Later he admitted that Windows 8 hasn?t been adopted as fast as he hoped and that Microsoft isn?t selling as many Windows devices as he wants either.

Microsoft has tried everything it can to sell the Surface, from a huge media campaign full of anti-iPad ads to steep discounts on the hardware, but nothing has worked to convince consumers to choose the Surface over Apple?s tablet, or even the Nexus 7 or Kindle Fire HD.

The future isn?t terribly bleak in Ballmdog?s eyes though. Despite the $900 million bath Microsoft took last quarter from Surface sales, he says the company is working super-hard to convince Instagram to make an app for Windows Phone, and Microsoft is already making plans for the next-generation Surface, which might include the new Qualcomm Snapdragon 800 processor.

According to a September 2012 FAQ prepared by the US Small Business Association (SBA) Office of Advocacy, in 2010 there were 27.9 million small businesses in the United States. (The SBA defines a small business as ?having less than 500 employees? ? this would also include home-based entities.) ?A 2010 study commissioned by the same agency, notes ?The U.S. Bureau of Labor Statistics puts the number of home-based businesses currently operating at 18.3 million. Other organizations say the number is closer to 38 million.?

If you run a home-based business, consider yourself in good company. Did you know that Hershey?s, Mary Kay Cosmetics, Apple, and Ford all started out as home business? And today, more than half of all businesses in this country are based out of the home of an owner.

So, how can home-based and small businesses, effectively promote themselves into the market place?

NATO general for swift Afghan troops deal

WARSAW, Poland (AP) NATO's top commander in Europe says it's crucial for the alliance to have a security deal with Afghanistan on a post-2014 military presence there, but October is not the deadline.

Gen. Philip Breedlove, NATO's Supreme Allied Commander Europe, said in a telephone interview Friday it is "absolutely critical" to have the bilateral security agreement (BSA).

However, Breedlove said the October dateline mentioned this week by Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, is not key.

The agreement would allow NATO and its allies to offer training and support in Afghanistan after allied combat troops withdraw in 2014.

"October would be a great date," Breedlove said from NATO headquarters in Belgium "But what is most important is to have the BSA signed as soon as possible."

With Omar Gonzalez unavailable for Colorado Rapids clash, the LA Galaxy search for a replacement

CARSON, Calif. ? There will be an Omar Gonzalez-sized hole in the LA Galaxy defense for this weekend?s clash with the Colorado Rapids on Saturday, and how LA manage his absence may determine their ability to earn three points on the road. ?

With Gonzalez looking to aid the U.S. National Team in their quest for the 2013 CONCACAF Gold Cup title, Galaxy head coach Bruce Arena must look to his bench to fill in for his star defender. Arena has a trio of center back options (Leonardo, Tommy Meyer and Kofi Opare) to slot into the 2013 MLS All-Star?s spot, but he has yet to tip his hand on who will get the call for the match at Dick?s Sporting Goods Park.

However, two of the defenders standout above the rest.

?Not yet,? said Arena when asked if he?s chosen a replacement. ?They have all different qualities. You saw Tommy last year as he gets a number of games, he [then] gets in a rhythm and plays with confidence. I think that he?s at that point where the reserve games have helped him. His last game when Omar was gone, he played very well?Obviously; Leonardo is quite capable of stepping in as well.?

Although Arena has not declared a starter yet, one Galaxy defender believes that the front runner is Meyer, who has started five matches this season across all competitions and got the call the last time the U.S. international was absent as the Galaxy played to a scoreless draw at home against the Portland Timbers on June 19.?

?We?ve played games without Omar and Tommy has stepped in and played well. I?m assuming that he?s going to be stepping in for Omar this week,? said defender Sean Franklin. ?We?ll have a few [lineup] changes, but I think that the guys are looking forward to new guys stepping in and playing well.?

Stepping in during an absence is nothing new for Meyer, who performed admirably filling in for the injured A.J. DeLaGarza last season as he started the club?s last 10 matches in all competitions, including all six games in the MLS Cup Playoffs as they Galaxy claimed a second straight MLS Cup title.

But without consistent playing time with the first team this season, the 23-year-old has depended on stints with the Galaxy?s MLS Reserve League side.? Meyer has started five of the six games that the reserves have played this season, but has performed particularly well in his last two outings.

Even though he?s been surpassed by DeLaGarza in the defensive pecking order, Meyer remains focused knowing that opportunities for playing time?like Saturday?s match against Colorado?will come.

??I try not to get too frustrated. You have to stay focused mentally. If you are presented with the opportunity then you?re ready for it. You?re not just taking a break the whole time. You just have to work hard, you can?t just sit back in relax,? said Meyer. ?I basically approach the season the same way that I did last year, which is to make sure that I?m ready to play all the time.?

Although Meyer may be considered the favorite, he?s not the only option as burly Brazilian defender Leonardo may get the opportunity to play alongside DeLaGarza. Leonardo has made five appearances this season with four starts, but has not appeared in a match since April 13 when he was sent off in the 60^th minute of the Galaxy?s 1-0 defeat to FC Dallas.

The new father of a baby girl born just a week ago, the Brazilian has battled back to full fitness after suffering a left ankle injury last month.

As for his chance to start on Saturday?

?It?s a possibility, but we?ll have to see,? said the Brazilian.

Whoever gets the start in place of Gonzalez, Meyer is confident that the Galaxy will be able to step up against the Rapids.

?There?s always opportunity when someone else is gone. Me and Leo are ready, no matter what Bruce decides,? said Meyer. ?We just have to prepare and we?ll do so for the next couple days before the game.?
